ICASL ELECTS NEW PRESIDENT

The Institute of Chartered Accountant in Sierra Leone in its 252nd council meeting held at the Institute’s Secretariat at 4D College Road, Main Road, Congo Cross on Wednesday 15th June 2015 has elected Buffy Bailor as its new President for 2016 – 2018.

Tamba Momoh who is also the Deputy Auditor General was also elected Vice President while Olayinka Phillips was elected as Honorary Treasurer. The elections were conducted by outgoing President Dr. Claudius Williams-Tucker.
It could be recalled that ICASL in its 23rdAnnual General Meeting elected members to serve in the council for the period 2016–2018 and passed on the constitutional responsibility for council to elect its officers.
 In his maiden speech, new ICASL President, Buffy Bailor said, “I thank God Almighty and fellow colleagues for making this momentous occasion in my life possible. I feel very humbled, honoured and privileged!”.

Bailor said his vision for the Institute and by extension ‘the noble profession,’ is to “Let us rise up and Build and strengthen our profession to exceed all our expectations”, coined from a scripture in the Bible at Nehemiah 2:18.
His priorities and that of council are:
•           Recruitment of a Technical & Administrative Director for ICASL.
•           Raising the profile of the Institute and the Profession, through a Communications Strategy and Publicity Campaign.
•           Completion of the World Bank Project, jointly implemented by ICASL and SLAF, with emphasis on the following:
o          Education & Training enhancement for ICASL members
o          Enhanced Code of Professional Ethics for ICASL members
o          Enhanced Investigation & Discipline system for ICASL members
o          Enhanced Governance for ICASL
•           Engage actively in a fund raising exercise with a target to raise Le500m in the next 12months.  
•           Bringing into the ICASL family all qualified accountants in Sierra Leone by having them registered and actively participating in the Institute’s activities.
•           The completion of the updating of the ICASL Act, the updating of the Bye-Laws and solidifying our IFAC status, and
•           Promoting the ATSWA examinations as a means of encouraging young and aspiring Accountants.
 Buffy Bailor is a born and bred Sierra Leonean with an international financial management and accounting specialist qualification, demonstrated more than nineteen (19) years post qualification experience and over twenty (22) two years in designing and improving financial management systems for public and private sector clients as well as Donor-funded projects.

He has worked in senior financial management positions in the United Kingdom and in Sierra Leone, which has given him extensive experience in financial management, budget-related activities, audit checks and taxation issues.

Buffy is currently the Managing Partner of B&C Services Consulting since 2008, a firm of CharteredAccountants, Business and Management Consultants in Sierra Leone.

He has served in the council as a member for several years and hasproven to be a staunch one.“The council electing him as their president in a positive step,” noted one member.

Oficers and Members of Council
ICASL was established by an Act of Parliament in 1988 to oversee the accountancy profession in Sierra Leone; its primary responsibility being to determine and maintain adequate professional standards for its members. ICASL is a member of the International Federation of Accountants (IFAC), the Association of Accountancy Bodies in West Africa (ABWA) and the Pan African Association of Accountants.
