As First Electronic Payment Services Launched…Africell Money Takes Center Stage For WAEC Pin


One of Sierra Leone’s GSM operator, Africell and the West African Examinations Council (WAEC) have launched the first Electronic Payment Services.

The launching took place at the company’s customer’s care center in Freetown on Friday 20 June.

After giving a statistic from the World Economic Forum, Africell’s Chief Corporate Affairs Officer, Joe Abass Bangura pointed out that Africell is pleased to announced the launch of its latest innovation service in partnership with the West African Examinations Council (WAEC); that will allow students to register for examinations and check their results using the Africell money wallet in their phones.

He said the innovation step by Africell and WAEC will save students all time and additional costs they use to incur to travel long distances from the provinces or wherever they live to the WAEC offices to purchase the scratch card then Trek their way to Internet Cafes to complete their transactions.

He continued to say with this service Africell Money, students are able to purchase their WAEC Pin directly from their own mobile phone at No Extra Charge and it will be offering 2 types of pins.

Explaining how the service works, Joe Abass Bangura said:
“Step 1: Make sure you are registered for Africell Money and have the correct amount in your Africell Money Account. (Not an Africell money subscriber? Go to the nearest Africell Money Agent, Office, or Africell Kekeh and register your sim for Africell Money, and ask the Agent to Cash-In the desired amount (30,000 or 600,000 Leones)
Step2: Dial*161#- to Access the Africell Money Menu
Step3: Select Option 3: Bill Payment
Step 4: Select Option 6: WAEC
Step 5: Select the PIN that you want to Buy
Step 6: Confirm your selection by entering your Africell money Pin
• You will receive your PIN by SMS along with the Transaction information.
• This PIN can then be used to access the WAEC Platform.
NOTE: This service is meant for subscribers Only. Agents will not be able to purchase tokens on behalf of students’. They will need to cash in for the student, and the student will need to complete the transaction from their own africell money account.”
He said the advantage over Physical Scratch Cards includes:
• Wider availability across Sierra Leone
• Reduces Queues at the WAEC Office and Bank Branches
• Easier access for students
• Eliminates the risk of 3rd Party Sellers, selling the Scratch Cards at a higher price due to limited availability.

He extended Africell thanks to the Management of WAEC for taking the bold step to join the electronic payment systems cashless era as Africell is presently working with various institutions providing service to the public in the country to ensure that Sierra Leoneans get to benefit from hassle-free electronic payment services.

Sallieu M. Kamara Public Affairs Officer said the floating of entries for WASSCE is not anything new as it signals the commencement of their examination activities for WASSCE for private candidates, 2019.
He said what is however new was the launching.
“The questions you may want to ask is why and how? Why? Because, WAEC is adopting another strategy to get it all right. In our pre-examination activity, I mean floating of entries, where candidates register for the examination; we started previously with candidate obtaining forms from WAEC for their registration. We did that for a couple of years and then moved on.”
He said WAEC changed to sale of entry cards for the examination.
“This one too had challenges and among others were situations wherein candidates lost their cards and could not register for the examination, loosing huge sums of money and causing them distress.”
He pointed out that in a bid to address the numerous challenges of entry cards, WAEC is launching the mobile money pin system of registration wherein candidates buy pins online and use these for registration for the examination.
He continued to say the uniqueness is that prospective candidates would no longer suffer the loss of scratch cards.
“These pins would be in their cell phones and could be recalled when necessary”
He said their entire period is from the 20 June and it will ends on July 19.
