LADY GAGA SCHOOLED!!!
From all
indications, the recent letter signed by both the Director General of Human
Resource Management Office (HRMO) and the Chairman of the Public Service
Commission has exposed the inexperience and lack of managerial skills
exhibited by President Koroma’s Gender Minister over issues of alleged
misconduct and corruption in the
Ministry of Social Welfare, Gender and Children Affairs.
The
letter, titled, “RE: RECOMMENDATION FOR THE IMMEDIATE SUSPENSION OF FOUR OFFICERS OF THE MINISTRY
OF SOCIAL WELFARE, GENDER AND CHILDREN AFFAIR,” which was a response to Social
Welfare Minister’s earlier letter,
revealed that the action of Minister Sylvia Blyden to order the police
to arrest civil servant was procedurally wrong.
The Letter
which was also copied to His Excellency the President for his high attention,
referred the Minister to Rule 11.8 which talked about Procedure to Prove Misconduct and Rule 11.11 of the Civil Service Code,
Regulation and Rules which talked about
preliminary investigation of Suspected Misconduct clearly depicts that if there is any case of
criminal misconduct, the Head of
Ministry or Department shall refer the
matter to the Director General who shall
referred the case to Attorney General For Prosecution.
Sylvia
Blyden, who most of the Civil Servants at the Ministry of Social Welfare refer
to as Lady Gaga clearly violated both Rule 11.8 and Rule 11.11 of the Civil
Service Code, Regulations and Rules by ordering the Criminal Investigation
Department of the Sierra Leone Police to arrest four civil servants.
The Heads
of the Civil Service also drew the attention of Sylvia to Rule 11.21 which
talked about inquiry into the acts of
misconduct by the Commission and which states explicitly about the procedures
for the Conduct of Administrative Inquiry by the Public Service Commission.
Having
schooled Minister Sylvia Blyden, they conclude, “ In view of the foregoing, coupled
with the fact at your request, the four senior professional staff of your
Ministry mentioned in your memorandum under reference are currently under
investigation by the Criminal Investigation Department of the Sierra Leone
Police, we do not consider it prudent to mount a parallel inquiry into the
conduct of these officers whilst a criminal investigation is being conducted by
the Police on the same matter.”
Both the head of the HRMO and the head of the
Public Service Commission advised Minister Blyden that the matter be left in the hands of the
Police until they conclude their investigation and established a prima facie
case by the conduct of the officers, adding that if and when the police
established a case of criminal
conspiracy to defraud the state against the officers under investigation the
matter will be referred to the Office of the Attorney General and Minister of
Justice or the Anti Corruption Commission. Sylvia Blyden last Friday told AWARENESS TIMES that she will not
be diverted as she has reported the Civil Servants for Criminal Conspiracy to
Defraud the State to the Sierra Leone Police.
